It is part of the Department of Climate Change and Energy Efficiency, is based in Sydney and began operations on 2 April 2012. The regulator was created after the passing of the Clean Energy Bill 2011. ==Functions== The Clean Energy Regulator administers the National Greenhouse and Energy Reporting Scheme. The scheme provides a national framework for carbon accounting, energy production and energy consumption.
