The Clean Energy Regulator (CER) is an Australian independent statutory authority responsible for administering legislation that will reduce carbon emissions and increase the use of clean energy. It is part of the Department of Climate Change and Energy Efficiency, is based in Sydney and began operations on 2 April 2012. The regulator was created after the passing of the Clean Energy Bill 2011. ==Functions== The Clean Energy Regulator administers the National Greenhouse and Energy Reporting Scheme. The scheme provides a national framework for carbon accounting, energy production and energy consumption. The Renewable Energy Target scheme, in which 20 per cent of Australia's electricity supply is expected to come from renewable sources by 2020 is administered by the CER.〔(【引用サイトリンク】title=Renewable Energy Target )〕 The authority will manage the Carbon Farming Initiative, a part of the Clean Energy Future Plan, which helps farmers and land managers reduce greenhouse gas emissions. It will maintain a database of liable entities, that is, those expected to pay a carbon price from 1 July 2012.
